Commissioners
Eugene
V. Flynn (February 23, 1952) is the founder and
President Commissioner of Lexindo Consulting. Mr. Flynn has
worked in Asia (Indonesia and Korea) for 20 years,
specializing in foreign investment, corporate, commercial and
financial matters. He has professional experience with firms
in New York, Los Angeles, San Francisco, Seoul and Jakarta,
and is a recognized expert in cross-border investments and
transactions. Mr. Flynn is a 1978 graduate of the University
of California, Hastings College of the Law, where he was a
founder and editor of the Hastings International and
Comparative Law Review. He has been an Adjunct Professor
of Law at the University of San Francisco (Summer 2000), and
served as coach and mentor to the University of Indonesia
Jessup International Moot Court Team (2002-2004). As an
Editorial Assistant to LCPress, he has directed the
preparation of several books on Indonesian legal practice,
including the Company Secretary Handbook for PMA Companies
(LCPress: Jakarta, 2003), Brief Guides to Some Aspects of
Business and Investment In Indonesia (LCPress: Jakarta,
2003), and the Company Law Library (LCPress: Jakarta,
rev. 2003). In 2004, he conceptualized and served as
Contributing Editor to The New Investor’s Handbook for
Indonesia (LCPress: Jakarta, 2004). For five years
(2002-07) he was a monthly contributor to Asian Counsel
(Pacific Business Press, Hong Kong). Languages: English and Indonesian.

David A. Hannigan
(July 12, 1966) is a Commissioner of Lexindo Consulting. Mr.
Hannigan has had personal and commercial interests in
Indonesia over the last 12 years. He has professional legal
experience with firms in Sydney and Jakarta, and has developed
particular expertise relating to the complexities surrounding
cross-border transactions. Mr. Hannigan was born in England
but pursued his tertiary education abroad. He graduated from
the University of New South Wales, Australia in 1997 and
completed his Master of Laws at the University of British
Columbia, Canada in 1998. Mr. Hannigan is currently a Ph.D
candidate at the University of Sydney. He has contributed
papers to numerous conferences and lectured at a number of
institutions, including the University of British Columbia and
Prasetiya Mulya Business School. Distinctions:
University Graduate Fellowship (UBC, 1997); Law Foundation
Fellowship (UBC, 1998); Australian Post-graduate Award
(University of Sydney, 2000-2003). Languages: English
